(A) It shall be unlawful for the owner and/or operator of any carriage to operate without the permit required under this chapter.
(B) No operator shall permit more persons to occupy or ride on his or her carriage than as set out under this chapter.
(C) No operator shall permit any person to ride on any part of the carriage, except those portions specifically provided for passenger use, while the vehicle is in motion.
(D) Operators of the carriages shall not solicit passengers or patronage in a loud tone of voice or in any manner tantamount to annoying or obstructing the movement of persons for the purpose of soliciting passengers.
(E) It shall be unlawful for any operator to drive a carriage under the age of 18 years or without a proper operator’s license as contained in this chapter.
