It shall be unlawful for any person, business concern or corporation to sell commercial merchandise or distribute sample or promotional commercial merchandise within the public ways of any public street, bicycle or pedestrian pathway or alley within the confines of the corporate limits of the town unless said commercial sales of merchandise or distribution of sample or promotional commercial merchandise is sanctioned as a part of a special event featuring street vendors approved by the town.
