(A) The Town Council is authorized to contract with a private collection and recycling company for the curbside collection of solid waste and recyclable materials from residential properties.
(B) Each residential property owner shall be assessed a pro rata charge sufficient completely to finance the collection and recycling program.
(C) The contractor awarded the contract pursuant to this section shall have the exclusive right to collect, recycle and dispose of such solid waste and all other contractors and persons shall be prohibited from collecting, recycling or disposing of any solid waste from residential properties throughout the town.
(D) The contract awarded pursuant to this section may allow non-residential property owners to receive services under this section at an appropriate cost to each non-residential property owner electing to participate.
