The Town Council may impose rules and regulations for the implementation of the collection and recycling program. Upon passage and publication in accordance with state law, rules and regulations imposed under § 54.01 of this chapter shall be enforceable in the same manner as other penal ordinances and violations shall be punishable by a fine of no more than $300.
