§ 53.16 OWNER RESPONSIBILITY FOR SIDEWALKS.
   (A)   Leaf and debris removal. The owner of the private property abutting the sidewalk shall be responsible for customary clearing and cleaning of sidewalks and pathways within all public rights-of-ways, to include, but not be limited to, leaf and debris removal.
   (B)   Snow and ice removal. The owner of the private property shall remove all snow and/or ice upon the sidewalk or pathways within all public rights-of-way abutting private property not later than 12:00 noon two days after the snow has ceased to fall or accumulate, regardless of the source of the accumulation. Provided that when ice has so formed upon any sidewalk that it cannot be removed, then the owner shall keep the same effectively sprinkled with sand, salt, or other suitable substance in such a manner as to prevent the ice from being dangerous, until such time as it can be removed, and then it shall be properly removed. If the abutting sidewalk or pathway is greater than four feet in width, then said sidewalk or pathway need only be cleared of snow in such a manner as to provide for a minimum of a four feet of clear width area for its entire length.
