Should any provision, section, paragraph, sentence or word of this subchapter be determined or declared invalid by any final court action in a court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, sections, paragraphs, sentences or words of this subchapter shall remain in full force and effect.

Except as specifically preempted by G.S. § 160D-1201 et seq., G.S. § 160D-1129, or town ordinances promulgated pursuant to G.S. § 160D-1129 et seq., this subchapter shall apply to all commercial mixed-use, and vacant properties in the DTC and DTP zoning districts in the town as described in the town of Zebulon Unified Development Ordinance.

(A) Any violations of the provisions of this chapter for which no specific penalty is provided shall be subject to § 10.99.
(1) Maintenance and security requirements. Failure to meet the maintenance and security requirements is punishable by a civil penalty of $500.
(2) Failure to implement plan or failure to register. Failure to implement a plan within 15 days of approval or complete the plan within the approved time unless given an extension in writing by the Town Administrator, or failure to register within 15 days of receiving notice to register vacant building is a violation punishable by a civil penalty of $500.
