(A) Intent.
(1) The town intends to make cemetery plots available to all persons on an equal basis.
(2) To enable the town to achieve this goal, restrictions shall be placed on the sale of plots in order to discourage the purchase and sale of those for speculative purposes.
(B) Number of plots.
(1) No person or other legal entity, including but not limited to companies, partnerships, corporations and other business associations, shall be allowed to purchase less than one nor more than four plots of cemetery property.
(2) Appeals pursuant to this division shall be heard and determined by the Town Board of Commissioners.
(C) Sale by town.
(1) Upon payment by the purchaser of the full purchase price, the Town Clerk shall cause a deed for the plot or plots to be executed and conveyed to the purchaser.
(2) The Clerk shall maintain a record of all sales.
