The City, as an employer of citizens, establishes as its goal the employment of all qualified members of all minorities, as defined by the Department of Labor, Office of Federal Contract Compliance, fairly representing throughout all areas of City employment and salary levels which shall be at least the same percentage of those minorities living within the City as shown by the most recent poll of the United States Census Bureau.
