All of the various boards, commissions, committees and similar decision making bodies of the City are hereby directed to certify to the Clerk the dates, places and purposes of all special meetings prior to such meeting so that the Clerk has time to notify the news media that have requested notification at least twenty-four hours before the time of such meeting, except that in the event of an emergency the member or members calling the meeting shall immediately notify the news media that have requested notification of the time, place and purpose of the meeting.
