525.15 REGISTRATION OF FELONS.
   (a)   Every person who comes into the City from any point outside the City, whether in transit through the City or otherwise, who has been convicted two or more times in any Federal Court or the court of any state, including the State of Ohio, of a crime which is a felony under the laws of the United States government, or which, if committed in any state would have been a felony under the laws of the State of Ohio, shall be required to register as a felon, as provided for hereafter.
   (b)   Every person residing within the City, who has been convicted two or more times in any state or Federal Court of any offense described as a felony under the laws of the State of Ohio, shall, within twenty-four hours from and after the effective date of this section, furnish to the Police Department, in a written statement signed by such person, the fact of such convictions.
   (c)   All persons required to register under subsections (a) and (b) hereof, shall make such registration at the Police Department, upon a form to be provided by the Department, which form shall provide for the registration of such person's name, address, alias if any, description, marital status, length of stay in the City and reason therefor if not a local resident, and details concerning crimes and convictions.
   (d)   All persons required to register under this section, upon such registration, shall be furnished with a felon's identification card, and shall carry such card upon his person at all times, and shall show such registration card to any peace officer of the City upon request.

   (e)   Whoever violates this section is guilty of a misdemeanor of the first degree.
