The dropping or releasing of any advertising matter from any aircraft aloft over the City, or the oral announcement by mechanical means or otherwise of any words of any advertising nature, from an aircraft while aloft over the City in such tone or volume as to be heard by any person on the ground in the City, is hereby declared to be a public nuisance. No operator, pilot or passenger while in an aircraft aloft over the City, shall drop or release any advertising matter from such aircraft in such a way that it shall fall to the earth within the boundaries of the City, and no operator, pilot or passenger while in an aircraft aloft over the City, shall make or cause to be made from such aircraft any oral announcement by mechanical means or otherwise, of any words of any advertising nature in such tone or volume that the same can be heard by any person on the ground in the City.
