Council hereby grants special parking privileges to disabled veterans, to the end that any veteran suffering a loss of limb or loss of the use thereof, by reason of a war-incurred injury, as certified by the Federal government, is hereby given free parking privileges in the City, wherever a parking meter is located, provided he displays on his vehicle the stamp or sticker to be prepared and given the veteran on application to the City Police Department.
