353.07 REPORTS OF VIOLATIONS; NOTICE AND WAIVER.
   It shall be the duty of each officer of the City acting in accordance with instructions by the Director of Public Safety, to report:
   (a)   The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter;
   (b)   The State license number of such vehicle;
   (c)   Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
   Each officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter, and instructing such owner or operator to report at the office of the Clerk of the Municipal Court, personally or by mail, in regard to such violation. Each such owner or operator may, within twenty-four hours of the time when such notice was attached to such vehicle, pay to the Clerk of the Municipal Court, as a penalty for and in full satisfaction of such violation, the sum of one dollar ($1.00) within twenty- four hours, or two dollars ($2.00) if such report is made after the expiration of twenty-four hours but within ten days of the date of such violation. The failure of such owner or operator to make such payment at the office of the Clerk of the Municipal Court, within such twenty-four hours shall render such owner or operator subject to the penalties hereinafter provided for violation of the provisions of this chapter.
