(a) Pursuant to the authority contained in Chapter 305 the Director of Public Safety is hereby authorized to establish parking meter spaces within the City.
(b) Within the established parking meter zones the Director of Public Safety is hereby authorized to determine:
(1) The location of individual meters.
(2) The time limit and fee for individual meters.
(3) The effective days and hours for individual meters.
The time limit, rate of charge and effective days and hours are to be clearly indicated on each meter.
(4) In determining the location of meters, the Director of Public Safety shall consider the need for commercial and passenger loading and, by appropriate signs and markings, shall create such zones in order to promote the general safety and welfare.
(5) Nothing contained herein is meant to require that all available space within the described areas shall be metered.
