(a) Pursuant to Ohio R.C. 717.04, Interstate 70, including the ramps thereto, within the corporate limits of the City is hereby declared to be a limited access highway.
(b) No person, as a pedestrian, shall make use of such limited access highway as described herein, except where sidewalk facilities have been provided. However, operators or passengers of disabled vehicles may use the berm or shoulder for the purpose of reaching an exit or point of communication to solicit aid, but shall not cross the traveled portion of such highway.
(c) No person shall stop a vehicle on such limited access highway as described herein, except where there is a berm, and then only in case of an emergency.

(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
