(a) No person shall operate or park on any City street at any time a vehicle or truck intended primarily for advertising purposes and which is equipped or provided with mechanical sound or noise-producing instruments or appliances with amplifier or loud-speaker, commonly called a "sound truck", or which is equipped or provided with music or sound-producing instruments or appliances whether operated by hand, steam, air, electricity or other means. Such operation is hereby declared to be a public nuisance.
(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
