In order to expedite the flow and direction of traffic, to eliminate congestion on the streets, alleys and highways, and to provide for the safety of passengers and motor vehicles and pedestrians, the Director of Public Safety may make and issue rules and regulations concerning:
(a) The number, type and location of traffic control devices and signs;
(b) The regulation or prohibition of parking on streets, alleys, highways or public property;
(c) The regulation of the right of way at intersections of streets, alleys and highways;
(d) The regulation or prohibition of turns at intersections;
(e) The creation, abolition and regulation of through routes and truck routes;
(f) The creation, abolition and regulation of pedestrian crosswalk and safety zones;
(g) The creation, abolition and regulation of bus loading and unloading zones and business loading zones;
(h) The creation, abolition and regulation of traffic lanes and passing zones;
(i) The regulation of the direction of traffic on streets, alleys and highways and the creation and abolition of one-way streets;
(j) Such other subject as may be provided by ordinance, which shall not be limited by the specific enumeration of subjects by this section.
The powers of the Director of Pubic Safety shall not be limited by the specific enumeration of subjects contained in this section.
The written rules and regulations authorized herein shall be in form designated by the Director of Public Safety and shall be signed and dated by the Director. Such rules and regulations shall be filed with the Clerk of Council and shall take effect fifteen days after they are so filed.
The Director of Public Safety may amend or repeal written rules and regulations promulgated under authority of this section and Council may amend or repeal by ordinance any rule or regulation promulgated by the Director under authority of this section.
Whenever any street, alley, bridge or other thoroughfare within the City is being constructed, repaired or improved, the Director of Public Safety is hereby authorized to temporarily close or limit such thoroughfare as to vehicular and pedestrian traffic and parking privileges, and is likewise authorized to reroute or limit vehicular and pedestrian traffic and parking privileges over such other nearby or adjacent streets affected by such construction, repair or improvement so as to continue the flow of traffic in the most practicable manner.
Such authority shall be exercised by posting such signs or notices as may give reasonable notice to the public of changes made.
Except as otherwise provided, any person violating the rules and regulations promulgated in connection with this section is guilty of a misdemeanor which shall be classified as provided in Section 303.99.
