Each stormwater service charge rendered under or pursuant to this ordinance is hereby made a lien upon the corresponding lot, parcel of land, building or premises that are tributary directly or indirectly to the stormwater system of the City, and, if the same is not paid a on or before the due date as stated on the utility bill , a ten percent (10%) charge shall be added to the total stormwater amount due made on or before the due date as stated on the utility bill and it shall be due and payable, it shall be certified to the Auditor of Muskingum County, Ohio in which the property is located, who shall place the same on the tax duplicate of Muskingum County, Ohio with the interest and penalties allowed by law and be collected as other taxes are collected.
