All individuals who are residents of the City of Zanesville, the Zanesville-Washington JEDD, the Zanesville-Newton JEDD, or the Zanesville South Zanesville and Springfield Jedd, on January 1, 2016, shall complete and file the Taxpayer Registration Form proscribed by the Tax Administrator on or before February 1, 2016; and any new residents of the City of Zanesville or the aforesaid JEDDs shall complete and file said form within thirty (30) days of establishing residence within the City or JEDD.
