171.01 DEFINITIONS.
   (a)   "Record" means any document, devise or item, regardless of physical form or characteristic, created or received by or coming under the jurisdiction of any public office of the State or its political subdivision which serves to document the organization, functions, policies, decisions, procedures, operations or other activities of the office within the meaning of Ohio R.C. 149.31 to 149.44.
 
   (b)   "Archive" means any public record which is transferred to an archival institution pursuant to Ohio R.C. 149.31 to 149.44 because of the historical information contained therein.
