The Public Safety Director shall have the authority to grant a Permit to an organization that has received from the Internal Revenue Service a currently valid ruling or determination letter recognizing the tax-exempt status of the organization pursuant to Section 50l(c) (3) of the Internal Revenue Code, in accordance with rules and regulations adopted by the Safety Director and filed with the Clerk of City Council pursuant to Chapter 149 of the Codified Ordinances of the City of Zanesville. In the event that an organization is denied a permit by the Safety Director, it may within thirty (30) days of said denial, petition City Council for such a permit, which may be granted pursuant to a Resolution approved by a two- thirds vote of the members of City Council.
