Any owner, developer or contractor who violates any provisions of this chapter or allows an unpermitted discharge to occur which causes damage or impairment to the City’s storm drainage systems, shall be liable to the City for any expense, loss or damage caused by such violation or discharge. The City shall bill the owner, developer or contractor for the costs incurred by the violation of such unpermitted discharge. Refusal to pay the assessed costs shall constitute a violation of this chapter, enforceable under the provisions of this chapter.
