928.07 NOTICE OF VIOLATIONS: ADJUDICATION OR STOP WORK ORDERS.
   (a)   When the City finds that work is being performed on properties that are not in compliance with this chapter, notice in writing shall be sent to the owner of such property or his designee. The notice shall state where and in what respect the work does not conform including the failure to submit a drainage permit to such lawful requirements and specify a reasonable period of time in which to conform.
   (b)   Prior to enforcement of this chapter by any civil or criminal remedy, the City shall issue an adjudication order within the meaning of Ohio R.C. 119.06 to 119.13 and Ohio Administrative Code 4101:2-1-35, or a stop work order as provided in OAC 4101:2-1-36. Failure to cease work after receipt of an adjudication order is a violation of this chapter and shall be subject to the penalties as outlined in Section 928.99.
