The City is hereby authorized to enter into an agreement for the establishment of a Regional Council of Governments for the purpose of providing a permanent forum for discussion and study of problems of mutual interest and concern to the member agencies, of promoting intergovernmental cooperation and coordination, and of serving as a vehicle by which common services can be provided to member agencies in a more efficient and effective manner.
