The Zanesville Municipal Airport Commission shall consist of seven members, all of whom shall be residents of Muskingum County, who shall be appointed by the Mayor, subject to the approval of Council, for staggered three-year terms. Initial appointments shall be made as follows: two one-year terms, two two-year terms, and three three-year terms. Thereafter all appointments shall be for three-year terms and each member shall continue to serve until his successor has been appointed and approved. Members shall be paid no compensation for their services on the Commission.
