Registration fees, penalty fees and fines associated with and collected on behalf of vacant property registration shall be deposited in a specific line item in the annual budget of the Division of Building and Code Enforcement for the specific purposes of weed and litter control, clearance activities and securing of or demolition of vacant and abandoned structures as approved by Council.
