905.09 PLACEMENT OF PERMANENT OR PORTABLE RECREATIONAL EQUIPMENT IN PUBLIC RIGHT OF WAY PROHIBITED.
   (a)   No person or entity shall place or permit the placement of permanent or portable recreational equipment, including but not limited to basketball goals, backboards, skate ramps, hockey nets or soccer nets, in any public street or roadway or in the public right-of-way, including the sidewalk, driveway apron or tree lawn, adjacent to a public street or roadway, with the exception of events within the City where a temporary barricade permit is issued by the proper authority.    (b)   If any person or entity violates subsection (a) hereof, said person or entity shall be deemed to have consented to the removal of said portable recreational equipment by the City. Once said equipment has been removed by the City, the owner of said equipment shall have thirty days within which to contact the City and recover the equipment upon paying a one hundred dollar ($100.00) fee. If said equipment is not claimed within thirty days, it shall be deemed forfeited and the City may dispose of it in any manner it chooses.
