The administration of public health services for the combined health district shall be taken over by a combined Board of Health of six members representing the City of Zanesville and the townships and villages of Muskingum County and appointed in conformity with Ohio R.C. 3709.07 for terms as follows:
(a) Three members, residents of the City, the first such members to be appointed for the terms of one, three, and five years respectively. The Mayor shall appoint the members to the Board upon concurrence of Council.
(b) Three members from the townships and villages, the first such members to be appointed for terms of two, four, and six years, respectively. The Chairman of the District Advisory Council shall appoint the members to the Board with the concurrence of the District Advisory Council.
(c) When the term for each first member of the Board of Health expires, his successors shall be appointed for terms of six years, commencing April 1 and expiring on March 31.
(d) Any person appointed to the Board of Health shall serve for a term of six years and such time thereafter until his successor assumes office pursuant to an appointment under Ohio R.C. 3709.07.
