A permit for blocking a sidewalk, street or alley or other public place shall be issued by the Director of Public Safety for a period of not to exceed six months. For each barricade permit issued, the fee shall be twenty-five dollars ($25.00). If the City furnishes the barricades, there shall be an additional fee of twenty-five dollars ($25.00) for the City to furnish the barricades.
