The Director of Public Safety shall issue such regulations as he deems necessary governing the functions of the City Fire Department men and equipment utilized in the performance of the City's obligations under contracts described herein. Nothing contained in this chapter shall be construed to limit the authority of the Director of Public Safety to determine the manner and conditions under which men and/or equipment shall be dispatched or utilized in rendering services outside the corporate limits in keeping with his paramount obligation of first insuring the protection of the lives and property of the residents of the City.
