The Historic Preservation Board of the City shall be the board of record and review for historic preservation issues.
In addition to the powers and responsibilities of the Board as enumerated in the City Zoning Code, the Board shall:
(a) Conduct or cause to be conducted a continuing survey of cultural resources in the community according to guidelines established by the Ohio Historic Preservation Office (OHPO);
(b) Make recommendations for designation of local landmarks and historic districts to the appropriate local governing body;
(c) Establish and use written guidelines for the conservation of designated local landmarks and historic districts in decisions on requests for permits for alterations, demolition or additions to listed landmarks, buildings and sites within historic districts;
(d) Act in an advisory role to other officials and departments of local government regarding the protection of local cultural resources;
(e) Act as a liaison on behalf of the local government to individuals and organizations concerned with historic preservation; and
(f) Work toward the continuing education of residents regarding historic preservation issues and concerns;
(g) Review all proposed National Register nominations for properties within its jurisdiction.
(h) When the Board considers a National Register nomination and other actions (for example, an archaeological site) which are normally evaluated by a professional in a specific discipline (for example, archaeologist), and that discipline is not represented on the Board, the Board shall seek expertise in this area before rendering its decision.
(i) Conduct or encourage members to attend educational sessions at least once a year, or in depth consultation with the OHPO, pertaining to the work and functions of the Board or on specific historic preservation issues.
(j) Additional responsibilities may be undertaken by the Board upon mutual written agreement between the OHPO and the City.
