1353.02 DEFINITIONS.
   For purposes of this chapter, the following words shall have the following meanings:
   (a)    "Alteration" means any material change in the external architectural features of any historic structure or structure within an historic site or district, or in the interior of any such structure when and to the extent that its interior features are specifically included in the designation relevant to it.
   (b)    "Certificate of appropriateness" means a certificate issued by the Historic Preservation Board or Downtown Design Review Board indicating that a proposed environmental change, alteration or demolition of an historic structure or within an historic site or district, is in accordance with provisions of this chapter.
   (c)    "Demolition" means the substantial deterioration or complete or substantial removal or destruction of any historic structure or any structure which is located within an historic district or site.
   (d)    "Environmental change" means any material alteration, removal, construction or addition of private or public improvements to an historic structure or within an historic site or district, if subject to public review, is subject to the provisions of this chapter. "Environmental change" shall include any new construction.
   (e)    "Historic district" means any area which contains structures which:
      (1)    Have historic significance;
      (2)    Represent one or more periods or styles of architecture typical of one or more eras in the City's history, or represent an assemblage of structures important to the City's history;
      (3)    Cause such area, by reason of such factors, to constitute an identifiable area; and
      (4)    Has been designated as an historic district pursuant to the City Zoning Code.
   (f)    "Historic Overlay District" means an overlay district that imposes requirements in addition to those of one or more underlying zoning districts. It is intended:
      (1)    To protect and enhance the cultural, educational and living environments of the City by affording special protection to structures and neighborhoods with special historic, cultural or architectural character.
      (2)    To stimulate appropriate investment in and improvement of such structures and neighborhoods by assuring a controlled neighborhood environment compatible with the improvement of historic properties.
      (3)    To promote business and economic development by preserving neighborhoods having special character to attract residents and visitors.
      (4)    To preserve the existing character and property values of the oldest parts of the City by discouraging incompatible change and development.
      (5)    To prevent blight and decay in sound older neighborhoods.
   (g)    "Historic significance" means the attributes of a district, site or structure that possess integrity of location, design, setting, materials, workmanship, feeling and association, and:
      (1)    That are associated with events that have made significant contributions to the broad patterns of history; or
      (2)    That are associated with the lives of persons significant in past; or of construction, or that represent a significant and distinguishable entity whose components may lack individual distinction; or
      (3)    That embody the distinctive characteristics of a type, period or method of construction, or that represent a significant and distinguishable entity whose components may lack individual distinctions; or
      (4)   That had yielded, or may be likely to yield, information important in prehistory or history.
   (h)    "Historic site" means the real property on which an historic structure having historic significance is located; or on which there is no structure but which is itself of historic significance and which has been designated as an historic site pursuant to the provisions of this chapter.
   (i)    "Historic structure" means any improvement to real property which has historic significance and which has been designated as an historic structure pursuant to the provisions of this chapter.
   (j)   “Applicant" means any owner, owners, person, persons, association, partnership or corporation who applies for a certificate of appropriateness in order to undertake any change on property subject to this chapter.
   (k)    "Property" means any place, building, structure, work of art, fixture or similar object, but shall not include real property unless expressly provided.
   (l)   "Landscaping" means only such major landscaping work that is to be on open tracts of land, parking lots, streets, alleys and other large open areas, but not including the planting and arrangement of flowers and plants incidental to the enhancement of single properties.
   (m)    "Listed property" means any property outside a Historic Overlay District given National Register of Historic Places status or deemed to be of local historic significance according to National Register criteria.
   (n)    "Review Board" means the Historic Preservation Board established under the provisions of the Zoning Code.
