No person is eligible to receive an original appointment to the Police Department, as a policeman or policewoman, unless he has reached the age of twenty-one years of age. There shall be no maximum age limitation for original appointment to the Police Department, as a policeman or policewoman.
Those provisions shall not be construed to eliminate any other requirements established by law for original appointments.
