1171.09 APPLICABILITY.

   The provisions herein shall apply to all property in the Design Improvement Area (DIA) bounded by the center lines of the rights of way of the following:

   1.    On the north by Interstate 70;

   2.    On the east by Underwood Street/9th Street;

   3.    On the south by Hughes Street; and

   4.    On the west by Canal and Muskingum River.
