Any question pertaining to the rules of order will be decided by the President, subject to Council's right of appealing the decision of the chair, but the appeal must be duly seconded. In the event the decision of the chair is so appealed, a roll call vote shall be taken. Aye vote is to support the chair's decision and Nay vote is against the chair's decision.
