Whoever violates or neglects to comply with any provision of this chapter or any regulation promulgated pursuant thereto, shall be fined not to exceed two hundred fifty dollars ($250.00) except that the maximum fine for failure to comply with Section 952.04 shall not exceed fifty dollars ($50.00) for the first offense or one hundred dollars ($100.00) for any succeeding offense. No enforcement of Section 952.04 shall be made until six months from the effective date of this section.
