Industrial producers of garbage or refuse, wherever located, and haulers of garbage or refuse originating outside of the corporate limits of the City who are granted the right to convey such materials to the landfill site in their own conveyances as hereinbefore provided, shall accomplish the same in trucks or vehicles so constructed as to prevent the leakage or scattering of such material, and a tarpaulin shall cover the contents thereof at all times except when being loaded or unloaded.
