Except as herein otherwise provided, no person, firm or corporation shall engage in or carry on the business of collecting, hauling or disposing of garbage, refuse or trash in the City and no garbage, refuse or trash shall be hauled or transported over or through the streets of the City except in a truck or other vehicles, the design of which has been approved by the Zanesville-Muskingum County Health Department. No garbage, refuse or trash shall be allowed to stand on any street or stand on any other public place in the City, except in a watertight container which shall be securely closed, for a period of time greater than twelve hours prior to the collection and removal thereof.
