All refuse as defined in Section 951.02(e), including lawn, hedge and tree trimmings, shall be placed in suitable refuse containers or tied into bundles or arranged in such a manner as to be easily handled.
Refuse materials resulting from building, demolition or building repair operations, such as earth, sand, brick, stone and plaster, shall be removed from the site of such building, demolition or repair by the contractor or by the owner.
