It shall be the duty of each person, family, firm or corporation requiring the removal of garbage, refuse or trash to provide an adequate number of suitable containers for holding the same. Such garbage can shall be a watertight standard metal or plastic container and provided with suitable handles on the outside and a tight-fitting cover which shall not be removed except when necessary in the use of such cans. Each can shall have a capacity of not more than ninety-six (96) gallons. All garbage before being deposited in such can shall be thoroughly drained of all water and other fluids. No individual container will be picked up if it weighs more than sixty (60) pounds.
