Billing for dumping of loads at the landfill site shall be rendered monthly. Other rates and charges provided for in this chapter shall be billed quarterly in advance and shall be payable quarterly in advance at the office of the Department of Public Service. All bills shall be due within fifteen days after date of billing. The charge for garbage and refuse disposal shall be placed on the water bill, except in those cases where the subscriber to the service does not pay a water bill, in which case a separate billing will be made by the Department of Public Service. Any user of the system who commences such use within a quarterly billing period shall forthwith pay for the service to be rendered during the balance of such quarterly period a pro rata per diem amount based upon the quarterly annual charge applicable to such user.
