(a) Haulers of refuse and garbage produced without the corporate limits of the City must have their vehicles approved as to type by the Director of Public Service and obtain a permit for using the same over the City streets and alleys, for which permit there will be an annual fee of fifty dollars ($50.00).
(b) Haulers of refuse and garbage produced within the corporate limits of the City must have their vehicles approved as to type by the Director of Public Service and obtain a permit for using the same over the City streets and alleys, for which permit there will be an annual fee of ten dollars ($10.00).
