The prices to be charged for the collection, removal and disposal of garbage and refuse by the City shall be as follows:
(a) Effective December 1, 2022, there is hereby established a new residential solid waste disposal fee on every benefitted household in the City of Zanesville collection area.

(b) Commercial and Industrial Units. Such charge shall be made for the collection of garbage and refuse from commercial and industrial units as may be established by regulation of the Director of Public Service. The Director of Public Service is hereby authorized to set all rates by regulation since it is considered by Council that the establishment of rates is an administrative matter. In setting such rates the Director of Public Service shall take into account the current cost of maintenance, operation and supply, the amount required for debt service and refunding, if any, and the setting up of a reserve for depreciation. In establishing such rates the Director of Public Service may classify users according to the amount of material to be picked up, and may provide a sliding scale of rates in proportion to such amount. He shall also have the power to establish rates for exceptional classifications.

(c) Surcharge for Specific Types of Refuse. The Director of Public Service is further authorized to adopt regulations providing for a surcharge for the disposal of certain types of refuse, chargeable to owners of rental residential units, the Public Housing Authority and to charitable, commercial and industrial units. Any such surcharge adopted shall reflect the actual cost incurred by the City in disposing of the refuse. The Director of Public Service shall also by regulation set up a procedure for collecting any such surcharges.
