A Division of Refuse Collection and Disposal is hereby established in the Department of Public Service. Such Division shall be under the direction, supervision and control of the Director of Public Service. The annual budget of the Mayor shall set forth the number, classification and salary scale of such employees, supervisory and otherwise, as may be necessary to operate this Division.
