(a) There shall be installed on all wells or sources of water supply other than the City water system itself, where such water is disposed of in a City sewer, either storm, sanitary or combined sewer, a water meter for the measurement of such water or for the amount thereof which is discharged into the City sewage system.
(b) The City may exempt from this requirement any underground water users who can establish, to the satisfaction of the City, that they do not dispose of the underground water used, by connections to the combined sewers or the sanitary sewers of the City sewer system.
