939.02 PERMITS FOR NEW SOURCES OF WATER SUPPLY.
   (a)   Every person digging, drilling or in any other manner establishing a new source of water supply within the City shall obtain from the Director of Public Safety a permit for the drilling, digging or establishment of such well or source of water supply. In no event, shall a well supply source be permitted which can or does cross-connect into the City water supply without prior City and State Health Department approvals and the installation of approved equipment to prevent back flow into the City supply.
   (b)   Where it is proposed to locate such wells within the dedicated street area or other public way or on public property, written application shall be made to Council for permission to locate any well in such areas.
   (c)   Where ground water is used for air conditioning or other cooling operations or for any operation that does not pollute the water, a return well shall also be drilled to return such water to the ground water level.
