937.03 TAMPERING WITH METERS.
   (a)   Any water user who breaks a seal upon a water meter, tampers with the same in any way whatsoever, attempts to or does set back or alter a meter reading, or who in any way mars a water meter by the application of screwdrivers, wrenches or any other tools, or who permits or authorizes anyone else to do any of the abovementioned things, shall be guilty of a misdemeanor of the fourth degree.
   (b)   Any user who has tampered with a water meter as described in subsection (a) hereof or permitted or authorized anyone else so to do, shall have his water service disconnected until such time as the City can make repairs to the meter or install a new meter, at the expense of such user.
