937.02 UNAUTHORIZED SERVICE RECONNECTIONS.
   (a)   No owner or occupant of real property in or outside the City shall connect or cause his property to be connected to water lines of the City without first applying for and paying the regular tapping charge.
   (b)   The Division of Water of the City shall have the sole right to control the turning off and on of all water service at the curb.
   (c)   Any property owner, occupant, plumber or other person who turns on the City water at any location, after the water has been turned off by the Water Division for delinquency in the payment of bills or for any other good and sufficient reason, without first obtaining permission from the City Water Division to do so shall be guilty of a misdemeanor of the fourth degree.
   (d)   Any property owner, occupant, plumber or other person who violates this section shall, irrespective of whether or not an affidavit is filed have added to his water bill, as a penalty, the sum of one hundred dollars ($100.00) plus any costs the Water Division may incur in shutting off and keeping shut off such service until the delinquency or tapping charge has been paid.
