No premises outside the corporate limits of the City shall be connected to, or served by, water mains of the City unless the owner thereof shall have agreed in writing to pay the expenses of such construction as hereinafter described, and shall have further agreed in writing to pay, in the case of water, the water rates in effect with the further agreement that the City shall have authority to disconnect such water connection and to discontinue service upon default in any of the payments so required to be made.
