925.01 SEWER RATES.
   (a)   Effective March 1, 2023, there is hereby established a new sanitary sewer rate in the City of Zanesville. Each additional rate increase will take effect on the first day of December in the following years: 2023, 2024, 2025, 2026, and 2027.

      (2)   There is hereby established a combined sewer overflow (CSO) surcharge in the amount of $5.00 per month for each residential household, business and other entity served by the City’s Publicly Owned Treatment Works. Each dwelling unit in a multi-family structure shall be considered as a household whether occupied or unoccupied.

   (c)   Industrial Waste Surveillance Charge. See Section 924.11 (j) to (m).
   (d)   Outside the City Surcharge. Thirty percent (30%).
   (e)   Benefited Unit Charges. In the event a single meter services two or more residential dwelling units, or industrial/commercial units, the applicable minimum (base) charge per billing period shall be charged for each benefited unit served in addition to the applicable volume charge.
   (f)   Late Payment Service Charge. If payment is not made on or before the due date as stated on the utility bill, a ten percent (10%) charge shall be added to the total sewer amount due.
   (g)   Outside the City Charges.
      (1)   Standard surcharge. A surcharge of thirty percent (30%) shall be added to the charges in subsections (a), (b), (c) and (e) hereof when billing for sewer service outside the City limits.
      (2)   I/I capacity surcharges. If it is determined by the Director that excess I/I (Infiltration and/or Inflow) enters the sewerage system in areas when flow measurements are not obtained by a master meter, an additional and appropriate surcharge shall be determined by the Director and submitted to Council for approval by resolution. The additional surcharge shall be added to the charges in subsections (a), (b) and (e) hereof when billing for sewer service outside the City limits. This additional surcharge shall remain in effect until the problem is corrected.
   (h)   East End Sewer Project. The capital cost segment of the sewer user charge has been increased by fifty cents (50¢) per sewer customer and/or benefited unit per month for a period of twenty-five years commencing January 1, 1986, for the purpose of funding the City's share of the East End Sewer Project.
